The Work

The work at this site builds on authorized operations that have been active since 2017. Located in Lewis, the property includes a former missile silo facility, part of the ADK Silo Project, and existing support infrastructure used for government system testing, operational performance evaluation, and real-world readiness assessment. The site supports controlled testing activities designed to evaluate how systems perform under real environmental and operational conditions, all while assessing the environmental impact of such operations.


This is not a new development project and does not involve major construction, large-scale expansion, or commercial development. Activities at the site are conducted under government authorization, with oversight, regulation, and on-site monitoring throughout testing operations. The project continues to utilize existing structures while supporting research, training, and national security-related testing efforts in a controlled environment.

How the Site Is Used

The ADK Silo Project site is primarily utilized for remote sensing, detection research, and system testing to assess performance in real-world environmental conditions. Testing activities are designed to evaluate how approved systems observe, measure, and respond during controlled operational scenarios. 


The work conducted at the site is non-kinetic and non-destructive, ensuring that no live munitions, explosive materials, or weapons-related detonations are involved during operations. Each testing event lasts only a fraction of a second and adheres to strict operational procedures, oversight requirements, and safety protocols to guarantee that activities remain within approved limits.


It is important to note that this facility is not continuously active or a daily-use operation. Testing occurs intermittently, with extended periods of little to no activity between scheduled events. For the majority of the time, the property remains quiet, inactive, and unchanged from surrounding environmental conditions.

When Testing Occurs

When scheduled testing occurs as part of the ADK Silo Project, nearby residents may briefly hear sounds associated with authorized government system testing activities. Based on environmental noise modeling and operational analysis related to the project, expected sound levels are comparable to common rural sounds such as distant thunder, quarry activity heard from a distance, or a passing truck on a nearby roadway. The primary difference is duration and frequency. Any sound generated during these testing events is brief, controlled, and infrequent rather than continuous or ongoing. There is no sustained operational noise, and normal quiet conditions return immediately following each event. Most of the time, the site remains inactive with little to no noticeable sound or activity, minimizing the overall environmental impact.

How The Project Fits into the Area

The ADK Silo Project is designed to operate within the site’s existing landscape and infrastructure. The work utilizes existing structures and previously cleared areas without significantly altering how the land looks, functions, or is experienced daily. Operational activity is limited in scope, carefully scheduled, and managed to help preserve the surrounding natural environment and rural character of the area, minimizing the environmental impact. Public access and recreational use are not permitted at the site, which is privately owned land and not part of a National Park or public recreation area. 


Additionally, the land is managed under New York State’s 480-a Forest Tax Law program, a long-term forest management and conservation agreement that emphasizes responsible forestry practices, forest health, and environmental stewardship. This program involves ongoing coordination with forestry professionals and adheres to state forest management guidelines to support sustainable land management and conservation goals across the property. 


The overall goal of the ADK Silo Project is to support controlled use of an existing site while maintaining the quiet, natural character of the Adirondack region and responsibly managing the surrounding forested land, in line with government system testing for effective environmental practices.

Military Activity and Adirondack Park Rules

The Adirondack Park Agency oversees land-use regulations throughout the Adirondack Park, a region made up of both public and private land. These regulations are designed to balance environmental protection, responsible land management, and approved land uses across the Park, including initiatives like the ADK Silo Project.


Military training and government-related operational activity are not new to the region. The APA has a long history of coordinating with the United States Armed Forces and the New York Air National Guard on authorized training exercises and operational activities conducted in and around the Adirondack Park. These activities, including government system testing, are subject to environmental review requirements, operational planning, and oversight intended to minimize environmental impact and preserve the surrounding area.


Activity at the site is structured to operate within these established rules and land-use requirements. Testing events are limited in scope, scheduled in advance, and conducted during short, controlled periods rather than continuous operations. The work utilizes existing infrastructure and previously developed areas without major construction, large-scale development, or expansion of the property.


Most of the time, the site remains quiet, inactive, and consistent with the surrounding rural and forested environment.
